Governor, lawmakers still negotiating on budget
Gov. Arnold Schwarzenegger and legislative leaders met late today in hopes of finding an agreement to solve the state's fiscal crisis, but a

As California continued its slide toward insolvency, the state's top public officials grappled with two largest portions of the state budget: education, and health and human services. Together, the two categories make up about 70 percent of the state's roughly $100 billion general fund budget.
Schwarzenegger and the Legislature also face added pressure this week because many of the largest banks have said they will soon stop accepting the state's IOUs, which the controller began issuing Thursday. The banks have said they will

Jim Evans, a spokesman for Senate President Pro Tem Darrell Steinberg, a Sacramento Democrat, said: "The legislative leaders and the governor

The Republican governor and Democratic lawmakers who hold the majority in both houses of the Legislature have been unable to agree on how much to slash spending on popular services such as health care for the state's more than 900,000 poor children, the welfare-to-work program for single mothers and California's in-home support services for the elderly and the disabled.
But state officials also have been struggling over how to close an additional $2 billion deficit that was created overnight when the Legislature was unable to make cuts in education by the end of the 2008-09 fiscal year, which expired Tuesday at midnight.
Schwarzenegger responded on Wednesday by proposing to suspend Proposition 98, a voter-approved measure that set constitutional rules in calculating funding for K-12 schools and community colleges each year, in order to make deeper

But Democratic lawmakers have called the governor's proposed suspension of Prop. 98 a bad idea, especially in light of the billions of dollars in cuts the state's public schools have already endured.
